Otherwise: 10% CDR (Runes + Masteries) + 20% CDR (New Black Cleaver) + 15% CDR (Current Ionian Boots of Lucidity) = 45% CDR (5% Wasted CDR).

Honestly, settle for less CDR and a better overall build.

5% from masteries. It is your choice to take 5%, or to _not _take 5% from runes. Boots don't need to change, you do.
