Because if someone with at least 9 kills and three items can quickly kill an item disadvantaged, level disadvantaged, Nami Support with at least 11 deaths who has no defensive items, no resistances, no defensive runes, and that killer who has built entirely into damage is an ADC, that's unfair, and a sign that Riot doesn't know what they are doing and ADCs are overpowered.
