Why does it take a matter of years to fix all the bugs on Daisy?

This has been a problem since Ivern came out. At this point I assume that Riot either cares absolutely nothing about the champ or they simply can't figure out how to make Daisy function. The response of "F it, let's just leave it as it is, is pretty sad." Every patch I check the notes where they do the bug fixes and Ivern is never on there. There's always some other goofy fixes they do to other champs that are not merely as important like "Headhunter Caitlyn was not getting the right hue of red on some of her particles when playing on a Mac on AI beginner bots."

I'm sick of it Daisy teleporting all around my screen and making goofy decisions.
