And remembering how unique and/or non-cancerous like 90% of the Marksmen Riot ruined used to be.

Quinn and Graves weren't Marksman-Fighter abominations. Kog'maw update was such a failure Riot eventually completely reverted it. The Caitlyn changes were actually alright, and the MF changes turned her back into the MF we loved to hate and hated to love back in Season 2 & 3. Even the Tristana changes they introduced made me want to smack my head against the wall.

Nearly all of the Marksman updates weren't necessary with how well the itemisation updates for marksmen would have helped them or pushed them in the right direction.

marksman update imo marked the point where this game started getting bad

Quinn: Useless niche top-laner to unique split pusher, with the fastest out of combat MS ingame. Graves: "I have a shotgun but it fires like a rifle" to "I have an actual shotgun"

Out of these reworks, the only one I would deem a failure is the Kog'maw one, since it pushed him in the opposite direction of what the players wanted.

The marksman update pretty much made ADCs either totally worthless (Kalista and her parade of nerfs), or basically automatic lane winners (Caitlyn).

Cait, Vayne, Twitch and Jinx are pretty much overbearing, but on the other hand when was the last time you saw a Corki? Trist is terrible, Kalista is basically in the bottom ten overall in winrate and Lucian is mediocre at best.

At no point has Jinx ever been unviable or even below average since her release, meanwhile Tristana has only ever had a small period of time last year where she was even the tiniest bit relevant.

For years Miss Fortune was one of the lowest played ADCs and considered a troll pick, but is now a guaranteed team fight win with her ult.

It's as if most ADCs are either garbage or God tier with very few that are in between, ever. Why is that?

I agree with this, though the Twitch changes that made him strong came with the Assassin update, not the Marksman Update. Graves and Quinn also became strong in the wrong roles for the wrong reasons (mainly itemisation abuse).

Jinx was literally the worst ADC for a period during season 6 as long as you aren't counting Urgot and Teemo. And right now Jinx isn't even top tier, just popular. The marksman update was overall a good thing at the time with the only champions that were broken off the bat being Corki, Lucian, and MF.
