I am curious because I was really expecting this buff to go live, since it would help her solo laning but because she still has damage reduction on minions she would still have waveclear issues.

honestly, if they were looking exclusively at support lulu, they probably wouldn't have touched her Q scaling in the first place.
I imagine their could have been scaling issues come late game. (Giving her more damage than a utility midlaner should have) perhaps they will simply adjust or remove that damage reduction you mentioned, or do something else entirely.

Which is why they're reverting the AP ratio buff on PBE and thinking of doing something else.
Another buff on PBE right now is reduced mana cost on her Q which I think would be very good for Lulu support right now. If they really want to buff Lulu support one big thing I would really love them do is change the Q to doing reduced dmg against minion instead of losing dmg after hitting one target.
If you try to poke as Lulu support right now you will do very little damage if your Q didn't strike your intended target first.
