Why do we only balance around numbers, and not counterplay?

Like, when Riot decides whether (or not) to nerf or buff a champion, the only thing that's even considered is numbers. How much damage/dps is this champion actually doing, how powerful is the shield, how much mobility, etc. Whether the champions kit has any counterplay isn't even a factor when making these decisions. We have champions like Galio, Gragas, Ezreal, etc who are almost completely skillshot based and these champions are balanced completely around numbers. The fact that their entire kits can be dodged isn't even a consideration. I guess my point is when a champion has skillshots in their kits, that should be a part of their power budget (or lack thereof).

Because the fact that they are skillshots is already taken into consideration for their numbers. And also because those are things you mentioned are already adjusted.

less counterplay = higher winrate because theres nothing to exploit.

therefore numbers can indicate how a champion is doing.
