Something needs to be done to penalize players with 1000+ games as one champion and <2 KDA

This is a very clear sign that the player has no decision making skill, but can likely still get away with it in half of their games because they know every match up so well that they're basically playing from a script.

Decision making and mechanical skill should both be required to win games and climb, not one or the other. This isn't healthy.

EDIT: The issue is players who average <2 KDA over their entire lifetime with that champion, i.e. a Teemo main who has 700 games as Teemo and a 1.2 KDA average over those 700 games. Not players who have a poor KDA in a single game.

If your KDA is terrible in every single game, something is wrong and your team is most likely carrying you unless you're Singed (and even then, Singed players often still end with decent KDAs).

In prior seasons, everyone at high rating maintained 3+ KDA with their main champions.

So hold on... You are saying that the top lane, lets say uh, 0-6-2 trundle who takes down 6 towers and takes down the opposing teams nexus at 40 minutes while the rest of the team is posturing around baron doesn't deserve to advance? Or we can take someone on Vayne as an example here as well. Goes 16-2 on Vayne, but those 2 times he died they nearly lost the game due to them being caught out. But after that 2nd death they get a quad kill and they end up winning the game due to the Vaynes ability to dodge skill shots and stay alive. They don't deserve to advance? Utterly absurd.

I'm not sure if you're intentionally not reading the post or just stupid.

These players aren't going 0-6-2 in a single game, it's more that they're going 5-10-5 in almost every single game, consistently over hundreds or thousands of games. The complaint isn't about a single game, it's players who perform like this in every game.

These examples apply to both one game AND multiple games. Different people have different playstyles. Deal with it.

Also, stop being rude. There is no reason for it.

If you play Singed that is actually the idea...trading your life for pressure and turrets

What if the player is really consistent at 1.0 - 1.5 and rarely goes negative?
