Because being able to press 1 ability and 1 shot an adc instantly and stun any remaining champs is totally fair and has a large amount of counterplay, especially in high elo where she still maintains a strong winrate.

If that doesn't help, then either you were out of position or Annie was, and your team should have destroyed her. Or she was fed and snowballed - but that can happen with almost any mage.
