What if... Singed Passive
His current passive: Singed gains Hp = to 25% of his TOTAL mana.
The issue is his lack of need for mana and little synergy with those items in general, so a couple of options to incentivate or make a viable build to get mana.

Singed gains HP = to 50% of his BONUS mana. This would make building mana actually rewarding.

Singed gains tenacity scaling with his mana. As a Singed, if you are not moving you are not doing anything, if mana gave him tenacity, i would no doubt consider building it on Singed. (could be calculated like armor so it doesn't have infinite scaling)
