change ryze rune prison to the new grounded debuff

ryze has been a classical counterpick to mobile champions in the past due to his ability to lock them down with rune prisons snare, as the ability is not only direct targeted, but also on a very short cooldown when used correctly with his passive.

one of his main issues also stems from the same ability. if you utilized his kit well, then ryze just bursted someone down without the ability of letting him move at all.

this hits low mobility champs much harder than mobile champs, as they dont have the chance to jump out of his spell range in the short windows his w was on cooldown. he was basically able to take you down while not giving you the ability to either fight back or escape.

turning his rune prison into the "grounded" debuff instead of a snare would allow him to keep his identity as a counter to mobile assassins and bruisers without completely screwing them over.

the ability could be turned into a lingering aoe skillshot. imagine upon triggering his passive he could spam circles all over the place in which mobility spells are disabled, but youre still able to walk around normally.
