Why people ban Illaoi in normal draft pick?

On ranked, it is completely justifiable and even encouraged since there are some people who simply cannot understand that you should never test champions in ranked games. In addition, you don't know how to play against the new champion, which may be a problem if the enemy actually figured how to play the new champion.

However, in normal draft... I honestly don't know why one would ban her. It is a normal game, you are not going to lose anything important if you lose that game. Even if someone plays Illaoi and feeds as if there is no tomorrow, this doesn't matter. In addition, we don't know if Illaoi is broken yet, so we can't say that she is ban worthy.

Go play team builder if its that much of a problem.

People normally ban new champs just because they don't want to deal with them yet. Eventually, if she isn't op or is revealed to not be op, the bans will stop.

This has been the same with all the new releases (maybe except bard) for awhile now.

Because it is draft normal, not ranked. Even if you lose, you don't lose anything important. Unless you mind having a "Defeat" on your match history.

Because it doesn't matter if its just normals, people still want to have fun. They are banning the champion because the over all response on the boards is that she isn't fun to play against, like juggernaut Darius or warlords Yasuo levels of unfun.

It is a normal game, but its champion select works like on ranked, where you ban some champions, there is a pick order, you can see the enemy picks, and you can't pick the same champion that your enemy picked.

However it is still a normal game, you don't lose LPs, nor you lose MMR.

I think draft is a good time to practice. Sure banning a champion wont be frowned upon, but understand you are wasting a game that doesnt cost you anything to ban a champion that you can learn from. After all, you never know when someone wont ban a champ that you thought is OP but never actually learned to play against because youre used to banning them.
