Aren't they on the free rotation rn?

I haven't played against any of those champions yet, but did notice that the ARURF RNG was unusual. Namely, In my first 8 games, I got Gnar twice and Singed twice out of the 29 champions I had available including free rotation. It's hard to exactly figure out the distribution, due to people rerolling into better champions, but something seems slightly off.
