how much armor justifies lord dominics regards vs just buying a cleaver for shred as adc.
i dont want to waste ad/gold if i dont need too.

To answer your question in numbers: Lord Dominik's becomes 100% gold efficient against 89 armor. Black Cleaver is 100% gold efficient without counting its passives. Against a target with 89 armor, Dominik's provides 406g worth of armor penetration more than Cleaver at max stacks. And that number increases the more armor a target has. So if the enemy does have a tank building armor, Dominik's is the better option.
To answer your question in regards to gameplay: At the point where you need to be buying penetration for the enemy's tanks, it's likely the burst from their mages/assassins will be enough to kill you regardless of 400 extra HP. Since it doesn't provide a shield or ar/mr.
More importantly, though, that's also the point where their tank is guaranteed to have at least 100 armor assuming they bought even one armor item. So Dominik's will be better for penetration anyway. Not only that, but depending on who you're playing it may take 2 or 3 full seconds to bring cleaver up to max stacks-- giving them more time for another rotation of their CC.
Also of note is the fact that Cleaver's penetration only works on champions. But Dominik's works on minions, mobs, and most importantly Turrets.
So in terms of both the gold efficiency and usability of the item as an ADC, Dominik's is the clear winner. The extra 400 HP is meaningless with how low your base health is.
Thing is, since its not bonus armor pen anymore, base stats are equated. So the moment a fighter gets tabis and is likely level 11, it will do work. If not, Mortal is still good regardless if the enemy bought armor or not.

Right. That's why I said a tank with even one item is guaranteed to have 100 armor.
Mathwise when should I buy regards at which item slot (assuming the conditions are perfect)

Third or fourth would be a good bet. That's around when any tank would have armor. But often times the enemy doesn't even have a tank, or their "tank" isn't building defense (like an engage support or Amumu), so you may not need any armor pen at all.
Sounds efficient.

It works especially well if you have your two crit items, and the enemy realized they need Randuin's.
nice math lol NERRRRDDDDD!!!! but yes thats a great response.

I am the big math guy. Hell, I just made a thread about turrets where I multipled and added up the different amounts of effective health outer turrets have depending on the turret plating they have, just to show people how much it is.
It’s not bonus armor shred so it’s always worth the buy.
