Early game panth > early game GP.

Late game panth < late game GP.

I don't think panth needs any additional early game buffs. He's very strong when played well.

So perhaps don't build full AD? Anyone who builds all damage as a melee champion is doomed to fall off late game.

He's not. Try building AD initially and transition into a tank/AD role later. He's an AD caster that can be transitioned easily into a bruiser/tank.
