When is ranked going to be fixed?

Tired of having to deal with Diamond players who are indistinguishable from handicapped chimpanzees.

I just had to deal with a Riven who kept missing it's entire combo, a Viktor who kept missing every laser, a Lucian who kept autoing random minions instead of champions, and a Tahm who literally spent every team fight making a bee line for the enemy Janna, and making no attempt to peel for our carries.

There's no reason for this. These players shouldn't have been able to get to this point; now that they're here, there should be some additional penalty for playing like complete and utter shit.

p.s. the Tahm almost out-damaged the Lucian and Riven.
