Why isnt true damage affected by % damage reduction

I get that its supposed to be unmigitatable damage, but i think this should be an exception.

For example, Chogath item 3193 is being abused because of this.

It shouldn't Notice how Darius with stoneplate isn't an issue? It's literally only Cho that has this problem True damage nuke shouldn't scale with health to begin with

cho wasnt even a problem with the stoneplate interaction to his ult before the buff to his e.

someone proposed a pretty decent fix to that issue. i dont know who it was, but he mentioned to make the health gained from stoneplate active entirely count towards base health of the champion.

since chogath ult scales with bonus health, it wouldnt factor into the ability anymore.

however id prefer they just reverted the damage buffs to his e and pushed him back towards the direction of a tank instead of a tank and juggernaut at the same time.

The stoneplate interaction was a problem, but it never really came to light because he had shit sticking power before getting E changed Now that his kit is decent, it's an issue

And yeah that fix is a good one
