dealing with him every once in a while is no big deal, but with his sudden spike in playrate it makes me never want to play top lane.

How do you deal with this annoying ass champ.

You don't, that's the point. Unless you've got your jungler and enough damage to take him down, just ignore him and clear your wave. He can't push if his minions never reach your tower.

It makes a very boring lane, and if your champion is weak at tanking and clearing waves it can be hard early. But the worse you can do is overcommit to chasing him/killing him. This champ's sole purpose is to make the enemy waste more time and ressources than he does.

just ignore him and clear your wave. He can't push if his minions never reach your tower

kindda hard to stop that from happening when he's stopping your minions from reaching tower to stop their minions from advancing...... in the early game you can't tank minion aggro.

This is true, but this is also when Singed is the most vulnerable. Might have to last hit undertower, but after a first with either a item 3751 or item 3077 it shouldn't be a problem anymore. Singed will be harder to deal with, but clearing waves will also be easier.
