Nerf Rylais
I dont normally ask for nerfs but fuck this item. 3200 gold for perma slows, 100 ap and 400 hp. Its not wonder everyone buys this item, its just too damn good.
All i ask is it too cost 3400, i think thats fair for what it provides.

I may have missed one but all these champions buy this item consistently
