I'd honestly rather not see any changes to Morde, Aatrox etc. before their VGU's
Until the VGU's happen, it's the job of the balance team to take care of them and honestly, I can see why they wouldn't touch them.
It's the job of the balance team to keep everything in line first and foremost and try to clean up any outliers the VGUs, gameplay updates, class updates and new champions have created and not to fix the broken kits of every single champion in the game, that's the job of the other teams.
So since they aren't really able to make groundbreaking changes to inherently broken champions and since they primarily want to keep everything in line, putting champions like
etc. in a somewhat underperforming but controllable spot is better than buffing them and risking that their broken kits cause them to affect the game health in a potentially extremely negative way.
I'm personally fine with that. I'd rather not see Mordekaiser at all than seeing him being the monstrosity that he was shortly after his rework or maybe even just a somewhat less overpowered version of that.
All we can really do at this point is hope that our favourite broken non-meta champion is the next one in line for a VGU and maybe not years from now. Until then, every change that DOES happen to these champions is pure luxury because the balance team is risking to create another big game health problem just to make the extremely tiny minority of the players that actually main those champions happy.
