Graves is just another champion in a long line of overpowered monstrosities released by him. He literally has yet to release a champion that wasn't completely bonkers on release. At the very least the dude is consistent.

And then you remember that CertainlyT worked on Caitlyn. And, she's currently at the second lowest ADC winrate, beating Urgot. I don't think anyone would consider Caitlyn's changes anywhere close to buffs. More of a gutting.

Certainly2 is doing what any good businessman would do. He makes a product that's appealing to the consumer so people will buy it (and it's skins). People see that Graves is strong, and all of a sudden Riot sells 10000 (just a random number here) Graves skins. From a balance perspective he's probably a bit broken, but from a business standpoint this was a smart move by Riot.
