Devastating Strikes

I want to propose a change to split up Devastating Strikes into 2 separate masteries, each "above" (although it's visually below) the respective Warlord and Archmage for the different penetrations. Each would only be 2 points instead of the 3, and each rank would give 3% for each point.

Foreseen Consequences:

• 1 more point to spend elsewhere.
• Indirect nerf to mixed/hybrid damage champions, like AD Kog'Maw, AD Tristana, Akali, Kayle, Jax, Nidalee, etc.

I propose this simply because champions like these are/ have been dominating the meta because of their massive damage opportunity coming from both types. It might also allow easier allocation for things like Blade-Weaving, which are hard to fit into a page without sacrifice. As for champions like Varus, Miss Fortune, (Twisted Fate?) and several others who still deal hybrid damage, they can receive compensation buffs to keep them in their current state.

Armor Pen would retain the same icon, I also think it should retain the same name, but suggestions are welcome. Magic Pen would have an icon similar to this, or maybe this. The name could be "Annihilating (something)", but again, suggestions are welcome.
