Possible AP jungle item that all AP junglers would actually want?
The build and exact stats aren't necessary, but I wanted to give a possibility for them.

Passive: Whenever you use an ability on only neutral monsters, 20% of the remaining cooldown is removed, you heal for 10% of the damage dealt, and 20% of the mana cost is refunded(if applicable). Whenever you use an ability that hits any enemy champion, the passive is applied at 50% value(10% remaining cd, 5% heal, 10% mana refund).
Thoughts? Numbers(and build path?) are things that could change of course, but I just thought of this this morning and I wanted to get it out there to see what people think.
