Freedom of Mobility, Lacks important decision making.
TL:DR Free aim or easily targeted dashes with short CDs are currently under-valued in the champion budget of a handful of dominate champions. The abilities/champions which exhibit this behavior should be given more meaningful decisions in how/when they use their mobility.
The reasoning for this is simple. Freedom of mobility removes the ability for the enemy to punish misplays. The point is that, having an engagement with 600+ range, or having a single dash on a moderately long CD is fine so long as you are being more committed to your decision (be it engagement or disengagement), but skill shot style dashes or dashes with very easy requirements (I.e. Ward hopping) and short CDs are just not being balanced properly in the champion budget.
Even though riot likes to through around the concept of counter-play, this is one of the hardest, if not the single hardest thing in the game to play around. You can't punish someone who makes a mistake if they can't make a mistake, because the champion's kit gives them this massive window which they remain safe despite having no drawbacks.

All have this similar issue, where they are mechanically safe champions, they can make serious mistakes and go unpunished.
Don't get me wrong, i don't think that yasuo's a super safe champion, i think that you can either completely dominate as him or get completely destroyed, the only real reason i have him on that list is that he also sacrifices nothing for the safety he is inherently given (his E, W, and passive shield). Compared to someone like fiora or yi who lack CC completely, and generally less survivability in their kit, but only equal him in damage under most circumstances.
Solution? Well there are a few possible, i don't really prefer the whole "new CC" idea that people like to throw around, though i do think there are some benefits, it will have the same issue many net changes do in the game, where the people who are powerful without it will still remain the most powerful with it. cough early jungle cough.

I think that increasing the restrictions on when and how often a champion can use these abilities would be the best solution, because it would let that champion keep their feel when played well, but not feel useless for the team, though it does mean that they will have to make more important and better decisions, as compared to my other preferred option...

Massive damage reductions. This just doesn't sit well in my head, because most of the people who might be hit by this will be pseudo assassins, it probably will not feel good to keep their inability to die, but also be completely unable to kill a target given a strait fight. I think you could make some champion in the style of low damage/CC high survivability, i mean just look at bard, but as in the case of bard, his damage has to be sacrificed for his other utilities.
