Having a 1.75 second Root constantly up, that is targetted, instant, and deals good damage is one of the most cancer things league has seen in a LONG time. He needs to be disabled until you finally get around to hotfixing him.
My personal suggestion is not being able to root the same target for at least 6 seconds. Sure, he can have it up a ton, but the root won't apply, making it so that people can actually fight him...

Yeah what he does now is obnoxious as hell.
Important to note he's getting changed soon-ish so he won't be able to go wild with his snares until later in the game, Meddler said at early levels he'll be able to do around 2 snares at most per passive activation.
I think its fine for him to chain snares like he can currently, later in the game (lets be honest, most mages can do FAR worse things to you later in the game anyway)
