My ONLY issue with it is that it stacks which may be an issue, 3% max hp + 6% current hp is pretty bonkers fro tank shredding i do not want to see this on a kogmaw or vayne.
Which would simply be fixed by making their passives named uniques, like they did with cinderhulk/sunfire and runic echoes/ludens.
I really hope Riot can make these two passive have 1 unique name so they can't be stacked

lets see a movespeed steal nuke, a gigantic movespeed boost + mega slow, and a fireball dash, 20% hp damage, slow immunity + minghost and a bunch of arpen
