Normally I'd agree, but not in this case.
GrievousFetus3 voteschampions that are fundamentally unhealthy, like Kalista Ryze and Azir, have to be temporarily "gutted" because they have to be balanced by miniworks that fix their fundamental problems, and that takes a huge amount of time and they have to be turned into non-factors in that amount of time.
