SnugglePuggle941 votesNo. That makes Annie absolutely unviable. The reason Riot doesn't touch her is because any small of a change can drastically change her. Tibbers is fine. His long cast range can make it tricky for less inexperienced players to place. She is fine right now and doesn't need anyone QQing about her.
