Best enchantment ever. Bring it to regular Summoner's Rift please. Nobody likes walking so much after recalling. More TPs = more plays + more teamwork. Also relieves having to get 
every single game on top laners and some jungle/mid laners.

Mid laners? Mid laners have no strict requirement for their second summoner spell. Some run 
etc.
Some top laners would opt to get 
or , you know, since they can be more useful for your team. Just because exists doesn't mean you have to take it.
Also, when will they upgrade these boots? Are you telling me a

instead? No. Don't believe me? Watch any black market brawlers game. The TP enchantment didn't really start being built/bought until they already had a major item, so usually at the end of lane phase or after lane phase ends.

Kinda weird, cause I played a lot of top lane Sion in BMB and something I noticed is that I couldn't get the TP boots if I already had the summoner spell. (though I recalled something about them disabling those boots however so I'm not sure)
In this case, I would not really want to trade the spell for the enhancement. I really want to retain the early power I have from having the spell available immediately. Otherwise I wouldn't be able to make TP plays unless I rushed the enhancement. And even then I wouldn't be able to combined that with homeguard.

Also non-top lane roles will be able to get teleport on these boots. Imagine never having to miss that 4-waves worth of farm bot, or not being flamed by your team for not being "grouped" (or at least having that done less).

It was basically teleport on an item. Teleport to a friendly minion, tower, or ward, with the same cooldown, and I think the same cooldown reduct if you use it on a tower.
