I've still yet to get anything from hextech crafting. Is this normal?

I got a ward skin shard that wasn't worth anything so I disenchanted it, a skin shard for a crappy skin that's sitting there, and I have only opened 1 out of the 4 boxes I've gotten because key fragments seem kind of rare. Is this normal for anyone else?
