Why would any character build Last Whisper over Black Cleaver

To wit, I don't know of one that build both either.

Black cleaver removes 24% of TOTAL armor, letting users obliterate squishies and tanks alike, while Last Whisper only PENETRATES 35% of a character's BONUS armor, being not only useless against characters that don't build much, but also weaker against tanks with high base armor values to begin with and not even taking off damage. The only case for LW is against hypertanks building ignoring MR entirely.

Last whisper is constant while you have to stack cleaver. You also answered your own question in the post.

Also Lord Dominik's and Mortal Reminder penetrate 45% of bonus armor, not 35%. Last whisper used to penetrate 35% of total armor. Black Cleaver needs to stack and is only good on those who can stack it nearly instantly. Adc's only need the armor shred against tanks, therefore thats why they would buy it. I still think removing Last Whisper and reworking it into 2 shitty items was one of Riot's worst thought out ideas ever. They just did it for the sake of doing it. We havent had reliable armor shred for carries ever since. Its a joke

Well I generally disagree with the post, I'd also like to point out Black Cleaver removes the armor, benefiting everyone on your team who deals physical damage as opposed to just yourself. That being said only one Black Cleaver per team is usually best, meaning LW is often the only other option anyways.
