Ezreal being able to clear waves would make him really strong, maybe even too strong.

And I don't recall Riot ever saying they want AP Ez to be competitively viable, unless you can find me a source.

I believe they've said a few times the only reason they don't buff AP is because of AD.

That would technically be a buff to AD Ezreal as well. Not as big, but still helpful.

All they have to do is give it a 1:1 AP ratio vs minions. No base damage.

Overall useless on AD Ez outside of the 30 AP he gets on Sheen.

Still keeps his early game weaker since he has to get AP for it to work.
