Champion X has a 55% winrate and a 0.1% pickrate. Champ Y has 45% winrate but 40% pickrate
According to G&B, Champion X is overpowered and Champion Y is underpowered because only winrates matter when considering how good a champion is.

And then there's this abomination
which has the highest pickrate in the game plus an above-average winrate.
Or they could just buff champions that are weak and nerf champs that are strong without caring what their win rate is because that has about 126473849659254956 variables
People aren't very smart.
OP has clearly never heard of something called Sleeper op.

And yet, she still receives little QQ, usually about her high winrate and not her destroying everything
In my opinion, champion X looks ok for its play rate, they might need a tiny Nerf. Because 0.1% isn't enough data to confirm if the champion is just unpopular and strong or super high difficulty.
Champion Y looks balanced perfectly, with 40% play rate you get a mixture of bad and good players. So 45-51% win is acceptable.
Pick/ban rate is a much better judge of individual champion strength. Winrate may as well be a completely random statistic

Winrates not accurate all the time when a lot of people main a single champ but I sure as hell wouldnt say its completely random.
Depends on the champion. If Champion Y is someone easy to play, like Annie or Warwick, then those stats WOULD mean underpowered.
I recall reading somewhere that if a high mechanics champ has a 50%+ winrate then that must mean even people who haven't played the champ that well are winning, and the champ must be somewhat OP. High difficulty champs as a result tend to have lower winrates in Solo Queue, but are still strong, see: Azir.
