Is Riot okay with the current state of solo queue, and how 80% of Diamond+ players are getting there by making extremely risky plays and hoping they get ahead and snowball, or failing to get kills and just AFK feeding because they don't know how to play safely?

It feels like all non-mechanical skills have been completely deprecated in exchange for relying on snowballing to function. It started in season 4, and it's only gotten worse with season 5. There's no way this is healthy for the game.
