Remove Fizz E from the game.

Delete first, then we can talk about Fizz.

Why? Once he uses it he's basically screwed. It's pretty easy to dodge if he uses it to engage, and he's guaranteed to die if he turret dives you this way. If he's smart and uses it as an escape though, then it's a little annoying, but still not terrible - his combo is limited this way. Honestly, all you have to do is position yourself better when his E is up and it's a fairly easy to counter him imo.
