Why the Maokai nerf?

He seems to be a perfect example of a balanced top laner. In the meta but not dominating. What does this nerf do except make Lissandra and co stand out even more?

I really don't think the circle of nerfs in top lane needs to start again :/ Especially when Maokai isn't even #1.

Not dominating? He been the most pick top lane from his rework tell now in all of the LC. I think it was said in the last C9 game that their top lane will all was go Maokai if he is not ban.
