Do you feel that the runes reforged is more, less, or equally creatively limiting than previous?

Definitely more limiting. I think a large issue regarding it is the fact that certain champions used to need certain runes to make up for their weaknesses, but riot removed all that without buffing certain champs in return, while also overbuffing others.
I feel the new runes are very flexable but there are some runes that are seen every game regardless much like the old masteries
I think that it's equally limiting ONLY because some runes were made impossibly better number wise. Look at Press The Attack. It seems to be crowding out Lethal Tempo by a big gap. The only time you'll see Lethal Tempo is on a Kayle or a Kogmaw most likely and that's only because it's busted af on Kogmaw. Considering they tried to make Vayne go back to her on-hit roots, I don't even see her building it. You'd think Caitlyn might for more headshots, but no, the damage from Press the Attack pushes it out. Aery is crowding out Arcane Comet because it's more reliable(though honestly I prefer comet especially on champs with CC because it does more damage). However I feel that the new runes could potentially become tremendously better than the previous runes(They really already are, but they're still limiting) once they lower/raise some numbers.
I've got to wonder, if they were to balance out some of the numbers, then would that make things more or less limiting?
Case 1: They lower Press the Attack, and now Kayle & Kog will be even more discouraged from using it. Case 2: They increase Lethal Tempo, and now Kayle & Kog will have even more incentive to use it.
It seems like it's more a matter of mechanical synergy, where if they generally balance the runes, then it will be more limiting to those champions who synergize with some better than others.Yet if they target balance the runes, then you end up with a larger disparity generally runes which will be limiting to those who don't synergize very well with either.

Kayle and Kogmaw pretty much only synergize well with Lethal Tempo already. The best thing to do is make Lethal Tempo and Press the Attack equally attractive to everyone else.
But is it just to sacrifice creative freedom of those who synergize exceedingly well with Lethal Tempo, for creative freedom of those who don't?
Would a system which avoids this kind of cost/benefit preferential freedom not be preferable?

Kayle and Kogmaw, until reworked, will always choose attack speed over anything else. It's just how they play. Although Kogmaw could be built AP, but he'll still likely be getting some attack speed and using Lethal Tempo. It has nothing to do with the runes themselves, it's the champions. Besides, aside from on-hit, do ADCs really have any kind of creative freedom? Lethal Tempo as it is now CAN work with other champion, assuming no one else is using Press the Attack, because right now, Press the Attack is clearly the better option. Another problem is there's so much burst right now that sustained damage is hard to get rolling. There's likely always going to be a meta for these kinds of things, but nerfing Press the Attack enough to make Lethal Tempo a viable option for everyone else would be a step towards making it less "I have to take this or I'm screwed".

Except for those who prefer attack speed, who will now be more "I have to take this or I'm screwed"?

Right now Kogmaw's not doing too hot anyways because of how strong PTA is, and the rest of the ADCs who SHOULD be favoring attack speed normally are opting into PTA regardless of what they would normally benefit from because of how strong it is compared to the alternative. Even if that weren't the case though, it'd make sense to put someone like Kogmaw(practically the only one using Lethal Tempo and a barely played champ to begin with) in the "I need to take this or I'm screwed" category instead of like 15 or so other champions.
as someone who plays ARAM it removed creativity.
no mana regen page crit chance page full armor pen full health full CDR full Attack Speed all gone, I used ot have fun going 20% crit chance page garen, now I don't get that, go AP/CDR Rek`sai, no longer possible, full Attack Speed vayne or gnar.
honestly I'm just bored, the masteries aren't even exciting or game changing, they're just little extra's and they bore me, haven't played ARAM in quite some time
or full bonus crit damage Tryn
but, I feel you. I haven't played LEAGUE in quite some time. (Even before the rune change things have been progressively moving in this direction)
Yet despite not having even touched the new rune system, the inadequacies of the new system were painfully obvious from just a theorycrafting prospective. If you weren't artificially limiting yourself with the old runes, then there is no chance that this was an increase to player creative flexibility. The only people who I've seen who really like the new rune system are the ones who enjoy abusing broken shit (which will presumably be ironed out eventually...) and people who had maybe 2 universal rune pages that they copied from someone else and never touched again.
