Lets talk about Fiora's senior counterpart.
Riot post on reddit confirmed that she is at least being looked at now for changes that can be done for the 6.4 patch I want to talk about the other blade mistress that annoyed people for the similar reasons as Fiora back in her day, Irelia. These 2 have VERY similar kit designs with Fiora's being the obvious winner for being the stronger of the 2. But as the numbers on Fiora's skills/passive are brought down it will be made even more noticeable how similar these 2 are and when Fiora is brought down the challenge will still be who of the 2 have the better stats.
Similar to how Aatrox fans have complaints about Xin being a better version, I fear that Fiora and Irelia are going to be left in a similar state. I like the idea being Fiora's kit because she is similar to Irelia's kit who I already greatly enjoy. Maybe it would be worth considering looking at Irelia's kit for an update to better differentiate them. Because I know simply tweaking Irelia's at this point will end up in a Fiora vs Irelia stat check to see who deserves the complaints more.
Not saying that she needs a poppy level rework but I myself can see the view of the some of the complaints about her, mostly in her W in that they are free absolute forms of stats, luckily unlike Fiora you can itemize against it. She doesn't need a poppy level rework, but touch ups can be made to her kit number's and mechanics while still maintaining her builds and gameplay but even add more options to it. At least from suggestions and discussions i have seen in the past.
