What if we made the active a passive that charges up like 
and give him a new ult active?
Passive: Every 3 basic attacks Volibear creates a chain of lightning that hits up to 4 targets for 20/30/40 bonus magic damage. Passive damage increases with rank.
Active: Lightning pulses around Volibear, each pulse 100/150/200 dealing magic damage every 1.5s for 10s and increases passive chain-lightning damage by 20%. Radius: 300 from

I'm pretty sure Riot mentioned something along the lines of giving him some major changes, but only time will tell.
