I think Transcendence should lower the CDR cap.

Like maybe instead of 40% cdr, you can only get 30%.

What would be the point in getting it....you can already hit the cdr cap before lvl 10 without it so there is no point in gimping yourself over it.

You get raw stats from exceeding the CDR cap, this would make it so you get more raw stats but arent able to use spells as often making it a more niche and unique rune than simply, "get free cdr when you don't really need it."

Raw cdr is a lot better than the 50-60 ap you can get from it.

If you wanted to go that route, it would make more sense to make it turn all CDR into a massive chunk of AP so you physically cannot get CDR but instead get just this massive pile of AP such that 10% CDR is like 50 AP. You dont get to cast spells more often but everything you do use is leaps and bounds better.

50 would be a bit overkill but honestly yeah, that'd make a much more unique rune with a far cooler effect with impactful weakness and strength beyond simply, "bonus damage and you can use damage more often".
