sejuani changes

the changes seem like a net nerf. Sejuani has to have 4000hp+ to have the same dmg as she used to, and this comes alongside a nerf to permafrost slow duration (which i currently max second for the slow increase). She will be slightly better in the midgame because of max HP rather than bonus hp damage, on flail, and might have a little bit of an easier time clearing the jungle, but it's not like any of these things need to come with a cost (the permafrost changes), since sejuani is (and has been for a long time) a sub-par jungle option.

Riot is directionless right now, it feels like. One day they'll rebalance all the champions, or they'll go out of business.

Idk man, 6 seconds Permafrost can be quite powerful. I do think they should give her back some damage though. AP Bursty Boar Sejuani must not die.

The changes are a buff, in my opinion.

She can clear faster, doesn't have to waste her mobility and CC spell to do %max health damage, her W does more damage since it scales with her base health and the ratio was barely touched, and her E is much more spammable in teamfights. I tend to build Sejuani pretty tanky with CDR (Juggernaut, Frozen Heart), so I'll have E down to a 3.6 second cooldown with a 1.5s slow by level 13 which will be great. Her W is also most spammable than Q when clearing, so camps should die much faster.

If they reduced her base cooldowns by a second each, I think that would do it.
