No, the chance to get crates and loot have gone up with the event they are doing and such so they lowered the amount you get from disenchanting.

Out of the consistent loot boxes (because that's what they are), Only hextech chests contain skins and the way you earn them hasn't changed. And if you're referring to a particular "event," there have been several and they are not consistent throughout the year and not all of them give boxes that contain skins.
