One thing to keep in mind about jinx is when she came out she wasn't THE late game hyper carry. She was strong late game but Kog, vayne, trist and even twitch were stronger late game, but one by one they were reworked or nerfed or in vayne's case lost relevance. Jinx is basically last adc standing in the LATE late game category. Most lcs casters didn't even really refer to her as a hyper carry till trist was reworked, at least not often. So even if she does have a strong late which she does really well, its still far more manageable then most other late game carries we all used to have. This is do in large because her attack speed and range are segregated by her Q.
As for her lane phase, any lane can be oppressive if there isn't synergy in the bot lane. So while it feels easy to beat say a maokai as gnar, its far more difficult to beat a jinx with a counter like draven or graves (who are strong early) simply because a support can make up for the deficiencies of an adc. You don't need just a strong adc to win but a strong support to get through her support. She is weak early. Very weak. Unlike a lot of other adc's like Ez who can solo lane, jinx, for the most part, needs the duo. But in that duo she because far more powerful, even early.
