If they buff her and the new AP changes make her OP they'd have to nerf her again. In the following patch, 5.14 they may try to buff her again depending on her position. We can only hope.

And they most Certainly (hopefully) buff RuinGlaive which is currently Under-tuned.
FYI, Based on the patch notes, Riot seems to think she's not that far off. Perhaps they're being overly Cautious.
