when can 5 bans come out?

im seriously sick of bans going to the 3 people who have the EASIEST TIME in game.

first two picks get f'ed in the A because they're the ones that have to worry about counterpicks. 3rd 4th and 5th pick should not have been given ban because the odds of them getting counterpicked are WAY lower than 1st and 2nd.
