Why can't we remake with leavers after the match starts?

Just had an ADC leave the match after he connected. Walked to lane, left the game after minions spawned, and we couldn't remake.

Couldn't even early surrender cuz he had a pal in the lobby who insisted for 20 min "he's trying to come back, we got this" and forced us to 4v5.

Weird. A mid laner did that once and my team was able to remake. Granted, it happened as soon as the minions spawned, so maybe we were still in that window of time where we could remake.
