Is it even RNG?
Doesn't it go along a set path until it's attacked?
In any case, I don't think the Scuttler really needs to be shown the exact location on the minimap.
For one thing, it would give too much information for one team. If the Scuttler makes a sudden movement, it's a clear indicator for a team to either attack him, push pressure elsewhere on the map, or back off if the jungler you don't have wards out for some reason. The Scuttler should be about giving your team extra map pressure, but this change would give a lot more map pressure to the team that isn't taking the Scuttler, and that is not okay.
This especially hurts junglers with slow clears because then they can never have any control of Scuttler because the enemy team will either punish the enemy jungler super hard for trying to take it or be able to take it with no consequence. At least with the live Scuttler a jungler with a slow clear can try and take the Scuttler when the enemy jungler doesn't have vision in that area.
And the worst part about that kind of change is that it doesn't really do anything to change how the jungle works. I like to take a lot of Scuttle Crabs in the game, and when I go to take one, I usually only care if it is up or not. I don't care where it is, and knowing where it is doesn't really matter most of the time. You are still going to have to walk up or down the river to clear it regardless.
