For runes to be truly balanced, every champion should be able to use every runes.

Is it really a choice when you're pigeon-holed into a specific set of runes?

Sure, some champions have the luxury to select different build path, and you might want to change one or two runes top depending on matchups, but there's barely any freedom of choice.

An adc should be able to select Resolve if they want to survive the early game vs a lane bully.

Mages should be able to select Precision for enhanced kiting and sustained damage.

Tanks that don't mind sacrificing a bit of tankiness should be able to go Domination to add some "oompf" to their combo.

I don't actually think it would be possible to make ALL runes viable on ALL champions, but the current rune system completely ruins what runes were meant to be in the first place. Ex: I used to take tank runes + Thunderlords on Bard for early trading potential, but that option is gone.

why cant the adc go resolve secondary?

What utility would he gain from that?

-Bonus damage to turrets? -Stacking a bit of extra %health over his small health pool

Also if you select Resolve as your secondary rune path, you don't get the extra hp, and none of the resolve keystone is usefull for an adc.

the dorans shield passive and 5 armor, is defiantly useful.

You are kinda wrong, this new system offers much much more flexibility. The old system had 1 MAYBE 2 viable mastery/runes combination.
