Damage to structures and hybrid champs

Why not just giving common hybrid champs the passive that they apply both bonus ad and 50% ap? Or maybe a nerfed version of both, 40% AP and 80% bonus AD.

Balanced version would be 25% AP + 50% bonus AD.

Because there are no hybrid champions. You can build a champion that way, but you can build ANYONE that way. No champion to date has been made with the idea of being a hybrid, save perhaps Kayle. And even for her, straight AP is much better.

Akali? Jax?

Jax doesn't build ANY ap outside of Triforce, and Akali doesn't build any ad apart from Hextech. One item a hybrid does not make.

you've never played against item 3124 item 3146 jax

Been there, seen that, tried it out. It was amusing, nothing more. Giving up Botrk and his 3rd defensive item makes him too squishy. Decent enough damage output, aye, but he doesn't as long as a typical Jax to use it.

How would you define hybrid? Having two AD and two AP abilities?

Having crossed scaling, synergy with autoattacks on AP scalings, etc

As others have stated, the problem is defining who specifically is a "hybrid" Champion, and whether or not it would then punish those Champions by not building hybrid. Both Ezreal and Corki scale and deal pretty significant amounts of AP damage, and can be built that way. But that doesn't mean they do, so anyone playing a more standard ADC build on them is now dealing less damage to towers.
