New Surrender Limit

Instead of not being able to surrender until 20 minutes into the game, change it to where you can only surrender if the gold difference is large enough between the teams. For example, if the enemy team has 15000 gold overall compared to the other team's 9500 or so. That way you can only surrender if THE GAME ACTUALLY HAS A VERY SLIM CHANCE OF NOT BEING WON. Too many times have people lost their lane and then immediately tried to surrender because they didn't go positive early game. Now you can only surrender when there actually is a small chance of winning. This will also make AFK matches easier to get out of since, if it actually mattered, the team can surrender more quickly.
