He was too good at it and got nerfed :p

While he should be a true half offense half defense champ, the difference in stats and scaling between his two forms is too great and for that reason he has always been best built full tank. His mini form is too squishy to engage without it, and his mega form doesn't benefit enough from offensive stats for them to be truly worth building.

When he was released, people were playing him botlane as adc. He isn't bad full ad, but playing vs long range poke destroys him, if he is not tanky. He could be played ad only if you could control when to transform. But you can't.
